Dear Dr. Erim:

Thank you for your letter concerning Italy's release of Abdullah Ocalan.
I share your concern over this case, and I apologize
for the delay in my response.

The uncertainty surrounding Ocalan? status remains a cause for concern.
Germany? attempt at extradition was withdrawn because of fears that
such a move would spark unrest amongst its Turkish citizens. Turkey?
efforts at extradition were undermined by an Italian law that prohibits
the extradition of criminals to a country that practices the death
penalty.

Despite these difficulties, Abdullah Ocalan must be tried for his
alleged crimes. It is my hope that through denying his requests for
asylum, the international community will work together effectively to
ensure that justice is served.

I am encouraged by recent developments in this case. Abdullah Ocalan has
been denied entry into the Netherlands and Greece. Russia has also
cooperated in this international effort to deny refuge.

Thank you again for your letter. Please be assured that I will continue
to monitor this case.

Sincerely,
Edward M. Kennedy
